Stopping Question-Paper Leaks Before They Happen

A custody-assurance capability for national and state examination bodies

Every major examination leak of the past decade has followed the same pattern.  The paper was not hacked. It was opened, photographed and passed on by people who were entitled to be in the room — officials holding legitimate keys, at a bank, a strongroom or a centre control room, in the days and hours before the examination began.

Cameras, frisking and fingerprint scanners at the hall door do not touch this problem. They watch the candidates. The leak happens upstream, among the custodians — and that is precisely where examination security has had no real controls at all.

What FaceOff delivers

01 There is nothing to steal For almost the entire period during which officials have access to it, no readable question paper exists anywhere. It cannot be photographed, because it is not yet a paper.	02 No one person can release it Authority to make the paper readable is divided across several officials from different institutions. A group acting inside a single centre cannot do it, however senior they are.
03 Everyone who touches it is proven present Each official is verified as physically present and personally identified at the moment they act — in a form that cannot be lent, delegated, borrowed or faked.	04 Every copy leads back to its source Each copy carries an invisible mark. If one surfaces on a messaging app, the photograph itself reveals where it came from — in minutes, not months of investigation.

Why this changes the outcome

Today, a leaked paper is anonymous and an investigation takes weeks. Under FaceOff, the window in which a leak is even possible shrinks from weeks to a few supervised hours, the coalition of insiders required to cause one becomes practically impossible to assemble, and any copy that does escape identifies its own origin. Deterrence stops being a threat in a statute and becomes a near-certainty of being caught.

The capability supports prosecution under the Public Examinations (Prevention of Unfair Means) Act, 2024, and is designed to strengthen — not replace — the reforms examination bodies have already put in place.

BUILT ON PROVEN FOUNDATIONS FaceOff's identity-assurance and policy-control platform is already in service in regulated, high-value environments where a stolen credential means a stolen asset. That same proven core is what verifies and constrains examination custodians. The examination configuration is architected in full and ready for a controlled pilot with a partner body.

PRIVACY BY DESIGN No central biometric database of candidates is created — a decisive consideration where many candidates are minors. Verification happens on the device and is deleted immediately. The platform is built to the Digital Personal Data Protection Act and the 2025 Rules, and every identity check has a documented manual fallback so that no genuine candidate is ever shut out.

Deployment

Phased, and compatible with existing pen-and-paper delivery — no requirement to move an examination online.  Stage one secures custody and introduces traceability within a single examination cycle. Later stages extend to on-demand paper release and full digital delivery as infrastructure allows. We are seeking one examination body for a supervised pilot on a live but non-critical examination.
